IAAF Statement on Greek Athletes and Coach

AthensGreeceOn 18 August 2004, the IOC Executive Board took a decision to refer the cases of Konstantinos Kenteris, Ekaterini Thanou and Christos Tzekos to the IAAF for further action under IAAF Rules, including possible sanctions.

The IAAF Council has considered the IOC’s decision and has today appointed the IAAF Doping Review Board to conduct an Inquiry into the circumstances surrounding the lead up to and eventual withdrawal of Kenteris and Thanou from the Olympic Games in Athens on 18 August 2004. 

The purpose of the Inquiry is to establish whether sufficient evidence exists to charge any person with a Doping Violation or other breach of IAAF Rules. If such evidence exists, disciplinary proceedings will be initiated in accordance with the standard procedures laid down in IAAF Rules.

The Doping Review Board Inquiry will commence immediately.

IAAF Inquiry – Terms of Reference

1 The IAAF Council has appointed the Doping Review Board to conduct an Inquiry into the circumstances surrounding the lead up to and eventual withdrawal of the athletes, Mr Konstantinos Kenteris and Ms Ekaterini Thanou, from the Olympic Games in Athens on 18 August 2004.  In particular, the Doping Review Board is appointed to inquire into:-

(a) whether evidence exists of the commission of any Doping Violation (as defined by IAAF Rules) or other breach of IAAF Rules by Mr Kenteris and Ms Thanou; and
(b) whether evidence exists of the commission of any Doping Violation (as defined by IAAF Rules) or other breach of IAAF Rules by the athletes’ coach, Mr Christos Tzekos.

2 In the course of its Inquiry, the Doping Review Board may seek the assistance of any third parties it deems to be necessary, including, but not limited to, the IOC, WADA and the Greek civil authorities.

3 If evidence is discovered of the commission of a Doping Violation or other breach of IAAF Rules by any parties under the jurisdiction of the IAAF other than those named in paragraph 1 above, the Doping Review Board is instructed to report this fact to IAAF Council for consideration as to whether such potential Doping Violation or other breach of IAAF Rules should be the subject of a further investigation and disciplinary proceedings.

4 The purpose of the present Inquiry is to establish whether sufficient evidence exists to charge any person with a Doping Violation or other breach of IAAF Rules.  If such evidence does exist, disciplinary proceedings will be initiated in accordance with the standard procedures laid down in IAAF Rules.

5 The Doping Review Board will report on its Inquiry as soon as possible.  As it is meant to form the basis for potential disciplinary action, its report will not be made public. 

6 The IAAF Council confirms the Doping Review Board’s power, if at any stage it considers it to be appropriate, to impose a provisional suspension on any person or persons involved.

7 The Doping Review Board will be assisted in its Inquiry by the IAAF's Legal Counsel.  The IOC, WADA and the Greek civil authorities have all expressed their firm support for the IAAF’s investigation and have offered their full assistance in its work.
